How We Educate

The Backster School of Lie Detection maintains multiple primary instructors on staff that can teach a basic polygraph examiner course or any of our polygraph or forensic interviewing courses. All our instructors have significant practical experience, formal education, and professional teaching skills to help students understand the array of academic material required for course understanding.

The Backster School of Lie Detection relies on a Faculty Curriculum Advisory Board for evaluating instructional material and methods used by our staff.  Guest instructors are occasionally utilized on an ad hoc basis as well.  All classroom instructors meet the American Polygraph Association school accreditation requirements.

Allan Schierer, School Director & Primary Instructor

Mr. Schierer has more than 30 years of experience in National Security Investigations with the Canadian Federal government, with over 15 years in polygraph and continues to instruct government agencies in western Europe as well as at the Canadian Police College in Ottawa, Canada. During his time as a Certified Forensic Polygraph Examiner, Mr. Schierer has conducted polygraph examinations worldwide. 

As a Certified APA Instructor in Polygraph, with the main focus on conducting polygraph examinations in support of investigations and operations, with deep experience in security clearance and pre-employment testing for both government and police agencies in French and English.

Mr. Schierer obtained a Bachelor’s Degree in Political Science and Criminology from Simon Fraser University in Vancouver, BC. Mr. Schierer is currently the owner of Credibility Assessment Canada Inc., where his clients are strictly limited to governmental agencies from the 5 Eyes community. Mr. Schierer is on the Executive Board of the Canadian Association of Police Polygraphists and a member of the American Polygraph Association.

Patrick O’Burke, Senior Instructor

Mr. O’Burke is a Senior Instructor for the Backster School of Lie Detection. He has previously served as the School Director for the Polygraph Institute as well as instructing in numerous polygraph schools over the last twenty-five years. Mr. O’Burke lectures on forensic interviewing, police intelligence collection management, and police performance assessment.

Mr. O’Burke has been licensed as a polygraph examiner since 1983 and has conducted more than eight thousand polygraph exams. He has more than 35 years of law enforcement experience and is honourably retired from the Texas Department of Public Safety as a Commander in the Criminal Law Enforcement Division.

Mr. O’Burke obtained a master’s degree in Criminal Justice-Criminology, as well as a bachelor’s degree in Criminal Justice from Lamar University in Beaumont, Texas. He holds a Master Peace Officer Certificate and an Instructor Certificate from the Texas Commission on Law Enforcement. Mr. O’Burke is a member of the American Polygraph Association, the American Association of Police Polygraphists, and numerous regional polygraph associations. Mr. O’Burke served more than five years on the Board of the American Polygraph Association as a President, Vice President, and Board Chairman.

Milton O. “Skip” Webb,
Senior Instructor

Mr. Webb has over 45 years of professional experience in polygraph, criminal investigations and is a graduate of the F.B.I. Advanced Polygraph Studies Course, and the Department of Defense Polygraph Institute Supervisor’s course.  He also has a B.A. in criminal justice from Shaw University and a Master of Arts degree from Webster University.

Skip has been a guest instructor many agencies, including; the U.S. Army Judge Advocate General, the Drug Enforcement Administration, the Secret Service, the Central Intelligence Agency, the DOD Polygraph Institute, and the National Reconnaissance Office.  He has instructed for numerous regional polygraph association seminars and APA seminars.  Mr. Webb is a three-term past President of the American Polygraph Association, a past president of the Maryland Polygraph Association and a member of the North Carolina Polygraph Association. He has published articles in both the APA and AAPP Journals and authored two Army Regulations and the CID Polygraph Policy and Procedures Manual.

Chip Morgan, Senior Instructor

Mr. Morgan assists in the direction of the school is one of Backster’s Senior School instructors and is the owner of Morgan Forensic Services in Idaho.  He retired from the Boise Police Department with more than 30 years of police experience.  Mr. Morgan holds a Bachelor’s degree in International Security Relations.  He has served as President and held various board positions for the National Polygraph Association. Mr. Morgan is also a member of NPA, the American Association of Police Polygraphists, the American Polygraph Association and is a Certified Forensic Law Enforcement Polygraph Examiner and a Certified Clinical Polygraph Examiner in sex offender testing methodology.  He has testified as a qualified expert in state and federal court systems.

He is a published author and recognized expert in the art of interview and interrogation. His published text, Focused Interviewing, is a course text at the Federal Law Enforcement Training Center in Glynco, Georgia and the Boise, Idaho Peace Officer Standards and Training Center.

David M. Bethune, Mechanics of Instrumentation Instructor​

David Bethune is the Polygraph Sales Manager at Limestone Technologies and has been involved in manufacturing and product development for more than a decade at the company. Trained as a Polygraph Examiner in 2011 combined with his inside knowledge of product development, David has provided Mechanics of Instrumentation training to numerous APA accredited training programs and APA recognized seminars over the years.

Tyler Buttle,
Mechanics of Instrumentation Instructor

Mr. Buttle assists in the teaching of software and instrumentation at the Backster School of Lie Detection. He has a diploma in Computer Software Engineering combined with 16 years of experience in software and instrumentation development and design. With his experience building computerized polygraph software and instrumentation systems from the ground up, Tyler has guest lectured for numerous APA accredited schools internationally.  Tyler is the go to expert for students to learn the mechanics of polygraph instrumentation, particularly  the Limestone product, the instrument of choice at the Backster School of Lie Detection.

Jennifer Keir,
Subject Matter Expert: Physiology

Jennifer has degrees in chemistry and health science from the University of Western Ontario and a masters degree in chemical and environmental toxicology from the University of Ottawa. She is currently a Research Associate and PhD student at the University of Ottawa, researching firefighters’ exposures to toxic chemicals. Jennifer has taught physiology at the Canadian Police College’s Polygraph group as well as at Backster.

Lisa Murphy, M.A., Subject Matter Expert: Psychology

Lisa Murphy graduated magna cum laude with a Masters in Criminology from the University of Ottawa in 2009. Before that, she graduated cum laude with an Honours Bachelor of Social Sciences, Double Major Psychology and Criminology. During her Masters, Mrs. Murphy worked as a Research Analyst at the Royal Canadian Mounted Police’s (RCMP) National Child Exploitation Coordination Centre. She left her role with the RCMP in 2010 to manage the assessment laboratory as the Sexual Behaviours Clinic (SBC) Coordinator within the Forensic Program at the Royal Ottawa Mental Health Centre.

Mrs. Murphy has conducted over of 2000 sexual behaviour assessments at the SBC and has spearheaded an international working group on the development of methods for multi-site standardization of assessment. She has published and presented extensively on assessment, treatment, and mechanisms of community-based management of people with paraphilias and those who have committed sex crimes. She acts as a consultant locally and internationally in the area of clinical, academic, and educational services as it pertains to problematic sexual interests and behaviours. In 2015, Mrs. Murphy and Dr. J. Paul Fedoroff accepted the prestigious American Psychiatric Association (APA) Gold Award for a program of clinical and academic excellence.

Andrew Longuski,
Subject Matter Expert Physiology Instructor

 Mr. Longuski has been employed by the Michigan State Police for more than 20 years and has extensive experience as a polygraph examiner and detective. He holds both a Master’s degree and a Bachelor’s degree from Central Michigan University. Mr. Longuski taught physiology in an educational environment and previously held a Michigan State teaching certificate. He has also lectured extensively in interview and interrogation for law enforcement and prosecutors in Michigan.

Dr. Lauren Gallant,
Subject Matter Expert Physiology Instructor

Dr. Gallant has a PhD in environmental science specializing in chemical and environmental toxicology from the University of Ottawa. Her research focused on examining human and animal exposure to contaminants from both natural and anthropogenic sources. As a graduate student, she was a teaching assistant for courses in general and cellular biology, as  well as in human and animal physiology. She is currently a postdoctoral fellow developing quantitative methods to study genetic toxicity data for human risk assessment.
